Juan Hinojosa's SB 1287 expanding licensing and regulation of forensic analysts through the Forensic Science Commission passed out of the senate, as did Senators Hinojosa's and Rodriguez's bill improving reentry resources provided to inmates leaving TDCJ. [read post]

At the Texas House Corrections Committee meeting this morning, TDCJ chief Brad Livingston said the House budget markup on prison healthcare gave the agency $85 million of the $174.8 million extra that they said in their Legislative Appropriations Request (LAR) would be required to meet "minimum standards" in the coming biennium.This news raises several questions which remain unasked after this morning's session: Which standards will TDCJ fail to meet under the budget… [read post]

By comparison, the total 1995 population in Nueces County was 310,435, and 352,107 in 2013, or a 13.4 percent increase, while the jail population grew at a slightly greater rate - 16.8 percent.Looking more closely, though, the 1995 jail population figure is artificially inflated because the jail was full back then of convicted offenders awaiting transfer to TDCJ, an issue that's been largely resolved in the 21st century since the state-prison system tripled in size.
