Regular readers know I was particularly pleased when the Public Safety Commission enacted Amnesty and Indigence rules for the Driver Responsibility Program (DRP), but a story in the Dallas News ("Texas drivers who haven't paid fines get a break under new surcharges," Nov. 6) highlights the problematic failure of the PSC to also implement incentives for drivers who are current on their surcharge payments.
