Nothing in EU law requires that the powers of accessing data be exercisable by senior Gardai (not to mention principal officers in the Revenue Commissioners, a new addition to the Bill that was not part of the earlier draft) – although it does appear tighter than the UK version, which appears to let anyone with a tanard or a lanyard to make a request.
