Yesterday, the Oregon Court of Appeals issued an opinion ruling that the state Land Use Board of Appeals (LUBA) improperly found that a Clatsop County Commissioner displayed disqualifying bias when he voted in favor of withdrawing the County’s approval of a land use permit for a pipeline to serve the proposed Oregon LNG terminal.
