There’s probably not a single district that has an overwhelming claim to venue for these cases, but whatever district is appropriate, it is almost assuredly not the District of Delaware, because only a very limited percentage of abuse cases are Delaware cases, and almost all these cases will all have to be decided under other states’ law.
