I can't tell who exactly is in this movement, but I gather it's an amalgam of so-called students who applied for a boatload of loans and now demand the right to welsh on them; dopers; small time criminals (small time so far, anyway); and people who think police cars and local homeowners' doorsteps are Porta-Potties.
