At the risk of oversimplification, the difference between FMV and FV is that, unlike FMV, the FV standard either statutorily or under judge-made law prohibits DLOC and DLOM, although New York’s version of FV prohibits DLOC and allows (but does not compel and sometimes disallows on a case-by-case basis) DLOM.
