In 2019, North Carolina passed legislation similar to Act 301 in Louisiana, requiring the state regulatory agency to enact regulations addressing decommissioning of utility-scale solar projects.[6]  Washington has legislation on the books requiring manufacturers of photovoltaic modules to take them back at end of life for proper recycling and disposal.[7] The regulatory scheme that will be implemented by the DNR will cater to Louisiana’s unique characteristics… [read post]
