Introduction In 1896, Swedish scientist Svante Arrhenius was the first to calculate how increases in atmospheric carbon dioxide could raise Earth’s surface temperature through the greenhouse effect.[1] A century later, Sweden was one of the earliest adopters of a tax on carbon, implementing it in 1991, just one year after Finland, which was the first country to do so.[2] Sweden has a long history of levying taxes on energy products.
