A civil agreement has been reached between the College Hospital of Costa Mesa and the Los Angeles City Attorney's Office over allegations that the Orange County, California hospital dumped about 150 psychiatric patients at homeless shelters in downtown LA.Under the terms of the settlement, College Hospital of Costa Mesa and its campus in Cerritos must give $1.2 million to charities that are advocates for the homeless, as well as pay $400,000 in civil penalties.
