After the Nueces County Sheriff this week began releasing nonviolent offenders in response to jail overcrowding, Corpus Christi PD may finally implement authority granted to them in 2007 to issue citations instead of arresting for certain low-level misdemeanors, reports KIII-TV: One reason the Sheriff believes his jail is filling up is due to the increased number of arrests made by the CCPD under Chief Troy Riggs. As to the defendants, since no investigation is made to ascertain that the defendant is actually someone who engaged in peer to peer file sharing of copyrighted music without authorization, there are many defendants who have no idea why they are being sued and who did nothing even arguably violative of anyone's copyright.
