The Court held, in a 5/4 decision, that the tribal officer had no authority to stop and detain the (intoxicated) driver beyond the reservation's boundary:  "The Lummi Nation's inherent sovereign powers do not include the authority to stop and detain outside the tribe's territorial jurisdiction for a traffic infraction.
