The Leahy laws are two distinct but similar statutes under Title 10 (Section 362) and Title 22 (Section 2378d) that respectively prohibit Defense Department and State Department assistance to a unit of a foreign security force when there is “credible” information that the unit committed a “gross violation of human rights” (their commonly-known name is a reference to the senator who championed the laws, Senator Patrick Leahy (D-VT)).
