The problem here really boils down to balancing the virtues of brevity (inexpensive to reproduce, easy to distribute, less intimidating to the target audience, more likely to be read) with its risks (incomplete information, information provided may not be applicable to reader, information may deceive as to resolution or simplicity of problem), an issue which has perpetually plagued public legal information.
