The new statutory presumption didn’t say how much contact should happen, in fact it didn’t even mention ‘contact’, preferring instead the very flexible concept of ‘involvement’, which could embrace direct or indirect contact or even potentially involvement in decision making without any contact at all (i.e. the grant or exercise of PR).
