Because the new US subsidies are premised to some extent on a purpose of combatting climate change, the subsidies also contradict one of the core principles of the United Nations Framework Convention on Climate Change (UNFCCC) which declares that "Measures taken to combat climate change, including unilateral ones, should not constitute a means of arbitrary or unjustifiable discrimination or a disguised restriction on international trade" (Art. 3.5).
