In the case of the State of the Union Address these repetitive elements are built into the form: a longish exposition of the triumphs of the current administration from the last year, the challenges that remain, an exposition of friends and enemies and plans to deal with them, and then a sometimes detailed blueprint for presidential led action building to a crescendo of hope and elation and inspiration to carry on.
