  IFLA hoped to get into a constructive dialogue about the library L&E instrument itself , focused on the substance of various articles  - maybe some were ok, others weren't, and yet others needed to be tweaked; but instead both IPA and IFRRO just basically said that in principle they opposed an international instrument so there was nothing substantive to discuss.
