While I haven't come close to reading everything yet, I'd say the most remarkable memo I've encountered so far out of DOJ is one of far more recent vintage: a July 20, 2007 memo from then Principal Deputy Assistant Attorney General Steven Bradbury to John Rizzo, Acting CIA General Counsel.Daphne Eviatar has written about it a bit already.
