The Judicial Conference, which does not have a policy specifically on wireless communication, advised judges to adopt policies to regulate the use of such technology in the courts.I do not know whether the District of Puerto Rico has adopted any such policy beyond the banning of all cellphones by attorneys (unless you happen to be an AUSA) and the public. The guilt phase --at least as much as the jury can tell-- is handled mainly by the Puerto Rico attorneys who will serve as "associate counsel" in the case, with learned counsel then handling the penalty phase if necessary. [read post]

As it applies to the back-end release phase, the decision is binding only for federal prisoners confined in Massachusetts, Maine, New Hampshire, Rhode Island, and Puerto Rico. [read post]
