ISW discovered MDE's website in late 1998, but took no action at the time supposedly because while ISW offered dial-up, DSL and T-1 internet access nationwide, MDE only offered dial-up access in Southern California.MDE expanded it business nationwide in 2002 and began offering DSL in 2004.
