In the 2020 debate on California’s broadband program, the state was deciding whether or not to  continue to subsidize DSL copper broadband, the cable lobby regularly argued that no one needs a fast upload that fiber provides because, look, no one who uses cable broadband uses a lot of upload (especially the throttled users).
