I suppose one could design an institution so there would be strong delegation to a dean with occasional moments of accountability to the faculty (ie, where no confidence votes and the like actually have effect), but things don't work that way -- in part because governance in schools runs both downwards from dean to faculty and downwards from central administration to dean.
