While the restraint of animals code section at first appears to be quite broad, when read in pari materia with the definitions and the limitations on where and when enforcement is allowed, it is evident that the legislating body's intent was to provide animal control with sufficient “teeth” to deal with problem animals and problem situations where the property owner is agreeable or where a substantial showing can be made that the animal and/or the public is endangered.
