If an individual plaintiff sues a municipal water utility for failure to provide safe drinking water, and the court issues a mandatory injunction requiring the utility to make the water flowing through the pipe into the plaintiff's home safe for drinking, the utility is almost certain to have to give safe drinking water to many other homeowners.
