These latter types of dynamic effects are discussed by Klick and Mitchell and in Ed Glaeser's essay on Paternalism and Psychology and are important — perhaps critical — to the accuracy of any cost-benefit analysis of regulatory proposals / legal rules aimed at “solving” cognitive bias because there is a danger that any given rule / regulation will increase the rate of errors.
