A Carnegie Mellon University professor thinks that most elected officials prefer to be told by a court to implement changes that generate increased property tax bills for some or many taxpayers, because it lets them offer the easy excuse that they were required by a judge to adopt a system that caused property taxes to increase for those taxpayers.
