Consider just a few of the reasons why this claim is simply false:If dioceses are "created" by General Convention, how did the Dioceses of Pennsylvania, New Jersey, Connecticut, New York, Delaware, Maryland, Virginia and South Carolina manage to come into being before there was even a General Convention?
