Heretofore DPW's Third Party Liability recovery unit (TPL) relied on plaintiff' attorneys to create a pool of funds, by way of their client's personal injury verdict or settlement, and from those funds pay back to DPW the lien for benefits paid to the client, albeit at a statutorily reduced amount.
