I'm assuming that drafting error won't create problems - it's clear when you look at CCP 62.007 that that's the assessment tool the Sunset bill intended to reference.Otherwise, without more detail, the main shortcoming of the law, in this writer's view, is that offenders who've already been released won't be re-evaluated - it's only for future releasees.
