As a check, I ran about 15 articles through Lexis and generally found the citation counts on HeinOnline were within 10% of those tabulated in Lexis’s “Law Review and Journals” category—the older articles typically had slightly higher citation counts on HeinOnline and the newer articles had slightly higher citation counts on Lexis, but it does not appear that the rankings would change much using Lexis.
