Es llamativo el modelo alemán, donde las sanciones no se ejecutan hasta que se han agotado los recursos administrativos y procesales (en España basta con la firmeza en vía administrativa); a cambio, en Alemania el recurrente se la juega porque no opera la “reformatio in peius” y puede que en vía judicial la sanción se rebaje… o que se incremente.
