My own state of California has three state law rules that protect speech against private entities (one of them is based on the state constitution and the other two on state statutes, but that distinction doesn't matter for First Amendment purposes): The California Supreme Court has read the state constitution as requiring large private shopping malls to allow signature gatherers and other speakers on their property.
