Circuit Court of Appeals in San Francisco reversed an earlier ruling it had issued against Juan Estrada-Espinoza of Jackson (Amador County) and said his crime - consensual sex with a minor under 18 at least three years younger than he - did not necessarily amount to "sexual abuse of a minor," a mandatory deportation offense under federal law.
