  The idea was pretty  good, actually–a company (these requirements were imposed  on all  manufacturers, domestic and foreign, but they really only applied to Detroit at the time) could sell big  cars, and consumers that wanted  to could buy them, but incentives were built in to make cars generally  more  efficient.
