Well, if the "several officials" who spoke to the Times are correct, and the tapes were destroyed "in part because officers were concerned that tapes documenting controversial interrogation methods could expose agency officials to greater risk of legal jeopardy" (which is almost certainly the case), then yes, it likely violated several statutes.
