There are currently less than two million EVs in the U.S. out of a vehicle fleet of more than 268 million vehicles, which means missed revenue from EVs is still low.[13] However, one forecast suggests EVs may comprise 17.5 percent of U.S auto sales by 2028.[14] This would be a problem for states and the federal government in the long term, but a state like California, where EVs and hybrids already make up almost 8 percent of auto sales, may be impacted sooner.
