  Less than 12% of hospital’s patients are covered by Medicaid.[23]  While this may not be as high as other hospitals it still requires the hospital to cost-shift in order to make up for the amount that is not reimbursed.[24]  In addition, in Illinois there has not been a Medicaid inpatient rate increase since 1995.[25]  The high deficit in Illinois as well as in other states is having an impact on hospitals financially.
