To the extent that speeches like this produce further pronouncements from the General Assembly (the Security Council is a lost cause--though that is useful too in Ukraine's campaigns against Russia), these can be used in helping to shape consideration in judicial fora (eg the ICJ and ICC) and perhaps in IOs, where the participation of Russia may be challenged (beyond the Human Rights Council).
