  In mid-June 1787, the Virginia Plan provided for judges to be appointed by the Senate, while the New Jersey plan provided for judges to be appointed by the Executive.[8]  The issue was hotly debated on July 21, 1787.[9]  Madison proposed that judges be nominated by the Executive and that such nominations become appointments unless disagreed to by two-thirds of the Senate.[10]  Edmund Randolph and Gouveneur Morris supported Madison’s proposal.
