Under the new law, those who may be tried by military commissions are described as "unprivileged enemy belligerents," theoretically a law-of-war term, but here meaning not only individuals who have actually "engaged in hostilities against the United States," but also individuals who have "purposefully and materially supported hostilities against the United States or its coalition partners.
