Ruqaiijah Yearby, MPH, JD, legal research and associate professor at the State University of New York's University at Buffalo, says that tort reform is not enough to improve the nation's health care, and she calls for a focus on the causes of lawsuits: the medical errors that kill 200,000 patients a year.Tort reform refers to legislation that attempts to reduce the number of medical malpractice lawsuits or put a cap on the damages from medical malpractice lawsuits.
