This is entirely free from authority (although there is an interesting article in the Journal of Housing Law that I've come across on this point - see (2010) 13(2) JHL 24-5, mercifully short) but in this case was probably dealt with by Flintshire's constitution and another document (amazingly only produced on the first day of the appeal hearing) which effectively appeared to give the officer the proper authority, although nothing turned on that point.
