Sitting at Edinburgh Sheriff Court, Sheriff Morrison dismissed the complaint against Jamie Marshall, who in May 2011 had a final order made against him following an interim ASBO in June 2010 ordering that he was not to be out of his home between 9pm and 7am for a three year period until May 2014. A couple of weeks ago, a three-judge panel of the United States Circuit Court (for the non-lawyers: the highest Federal courts except for the Supreme Court) decided the case of SEC v Scoville, which in effect held that the SEC has enforcement powers against alleged securities frauds which are primarily extra-territorial.
