 As stated by company lawyer Christopher Harrison in an article in the Hill newsletter published in Washington, DC, the purchase was done so that Pandora could qualify as a broadcaster to take advantage of the agreement between the Radio Music Licensing Committee and ASCAP, setting the rates that broadcast companies pay for the right to publicly perform musical compositions in the repertoire of ASCAP (see our summary of that agreement here).
