Maybe the report doesn’t cover this incident because the United States maintains that the attack occurred in international airspace, not within a country—though it’s not clear why Congress should be less concerned about a military attack on a foreign country’s property, even if it didn’t take place in that country’s territory or put its personnel at risk.
