Pardon cost increases difficulty for those who really need it While the Canadian government is trying to calm public outrage over people who had committed serious crimes being able to apply for pardons (such as former hockey coach Graham James, who obtained a pardon after committing sex crimes against minors), anyone who really requires a pardon will be able to eventually get one once they come up with more money.
