Esa meta queda lejana y me atrevería a decir que inalcanzable para los tribunales contenciosos ( no pueden) ni al Tribunal inconstitucional ( no quiere), pues pertenece al señorío del legislador (que en la reciente Ley 39/2015, de Procedimiento Administrativo Común ha seguido fiel al modelo del recurso preceptivo no suspensivo para agotar la vía administrativa).
