The United States is party to a treaty (the Convention Against Torture ) that unambiguously requires it to take suspected torturers (or those complicit in torture) into custody and either extradite them or "submit the case to its competent authorities for the purpose of prosecution. [read post]
However, the treaty has never come into full force due to the absence of eight countries, including the United States, who have never ratified it. [read post]
