Article 5(3) of the Brussels I Regulation provides for a further “special” jurisdictional rule that “in matters relating to tort, delict or quasi-delict’” allows a person domiciled in one Contracting State to be sued in another Contracting State in “the courts for the place where the harmful event occurred”.
